The Reasons of Patient Choice on Baznas Healthcare Facilities for Diseases Treatment: A Qualitative Study on Zakat Fund-Based Social Health Services

Abstract

Exploration of the phenomenon of zakat-based health services in Jakarta City in the UHC era, and this study aims to determine the factors patient choices regarding the use of health services at the BAZNAS Healthy House (RSB) in Jakarta City.

Qualitative study by collecting primary data by conducting in-depth interviews and observation and descriptive narrative analysis of secondary data at the BAZNAS Healthy House in Jakarta in October 2024. Informant criteria: new patients do not have BPJS Health, are domiciled outside Jakarta City; old patients, members, have BPJS Health, are domiciled in Jakarta City; new patients have BPJS Health, are domiciled outside Jakarta City; key informants are triangulation.

The results of the Descriptive Analysis found that the characteristics of patients treated in October 2024 mostly did not have BPJS Health. The results of qualitative data exploration found aspects of elements of patients choosing zakat-based health facilities related to access (waiting time/queue, health workers, facilities, and medicines obtained). Barriers to financing outside of health services, such as transportation costs and distance. Findings: Zakat fund-based health services can provide medicine or redeem prescriptions for medicines that are outside the scope of BPJS, help pay premiums in arrears, and provide services to those who have administrative problems with BPJS with the criteria of mustahik validated by zakat verifiers, so that it becomes a synergy that complements each other indirectly with government health services guaranteed by BPJS.
